Reps Pass 130 Bills in 30 Minutes


The House of Representatives on Thursday, December 10 had 130 bills pass through first reading the first time in the history of parliamentary proceedings in the country.

Introducing the items on the order paper at plenary, Dogara said scheduling the 130 bills for first reading was a testimony that the 8th House of Representatives needed all businesses and policies in the country to have good legal base to ensure sustainability.

“For anything to sustain, it must come by way of legislation,” he said.

The Speaker, who frowned at the lack of policy continuity in government, said if every policy was translated into legislation, it would be difficult for anyone to just come and change things without recourse to parliament for amendment or repeal.

He mandated the Rules and Business Committee chairman to ensure that not less than 20 of the bills are scheduled for second reading by next week. Equally, five bills also passed second reading in the House and were referred to various committees for further legislative actions.

Among them was a bill for an Act to provide for the regulation and conduct of the practice of broadcasting profession in Nigeria.

Another was for an Act to provide for compulsory teaching of security and intelligence studies in the syllabus of secondary schools in Nigeria.

A bill for an Act to provide for anti-dumping and countervailing measures in Nigerian trade transactions and establishment of the anti-dumping and countervailing measures advisory committee to save indigenous industries also passed through second reading.

A bill for an Act to amend the Matrimonial Causes Act Cap.M7, LFN, 2004 to increase the amount paid as penalty, as well as a bill
